Do Mediterranean emissions rules justify a new charter surcharge?

Short answer

They justify a compliance check, not an unexplained percentage added to the charter fee. Since May 1, 2025, the Mediterranean sulphur-emission control area has applied a 0.10% fuel-sulphur limit, compared with the general 0.50% limit outside sulphur-control areas. (imo.org)

Ask for the planned fuel grade, expected consumption, bunkering assumptions and the supporting basis for any claimed incremental expense. Do not assume that the regulatory change creates the same additional cost for every yacht.

For Arctic or Norwegian extensions beyond this desk’s core market, IMO identifies new Canadian Arctic and Norwegian Sea controls taking effect on March 1, 2027, following the amendments’ entry into force a year earlier. That is a separate forward-planning item, not a new Mediterranean guest tax. (imo.org)
